City Trouble expands Blackwater Exchange with 50 new random events designed to make each career feel less predictable. The city keeps moving outside your basement shop. Bad paperwork, broken storefront problems, suspicious strangers, street rumors, fake maintenance crews, neighborhood pressure, strange calls, and risky opportunities can all interrupt the routine. Some events are small problems. Some are useful leads. Some may become trouble later. This DLC adds more variety to the day-to-day pressure of running a black market exchange, with new choices that can affect cash, heat, contacts, inventory, and future events.
